FET Flagships are science- and technology-driven, large-scale, multidisciplinary research initiatives built around a visionary unifying goal. FET Flagships should provide a strong and broad basis for future innovation and economic exploitation, as well as novel benefits for society of a potential high impact. The overarching nature and magnitude implies that they can only be realised through a collaborative, long-term sustained cooperation effort. Proposals should contain a description of a potential FET Flagship and how this is to be matured over the course of the preparatory action into a more complete blueprint. Firstly, proposals should describe the FET Flagship initiative they propose to further develop through this preparatory action, by specifically addressing the following three key issues: What makes this a FET Flagship: Impact why it is good for Europe: Integration and European added value: Secondly, proposals should describe how the activities of the preparatory action will involve stakeholders over the course of up to 12 months indicative , to arrive at a complete design and description of a candidate FET Flagship initiative. Proposals should consider multidisciplinary aspects, including where relevant social sciences and humanities.

IntroductionObjective and target groupCultural and creative industries1 are in a strategic position to promote smart, sustainable andinclusive growth in all EU regions and cities, and thus contribute fully to the Europe Strategy,which is the EUs growth strategy for the coming decade. While some EU regions have been very good at tapping into this extraordinary potential as a way topromote socio-economic development – including through the use of EU Structural Funds -, it howeverappears that many others have not been making most of this potential.
The objective of this Policy Handbook is to better sensitize local, regional and national authorities aswell as the cultural community of the potential of cultural and creative industries in boosting regionaland local development. The Handbook intends to help them in formulating local, regional and nationalstrategies for cultural and creative industries. It also aims to serve as a tool for the planning andimplementation of a strategic use of the EU support programmes, including the Structural Funds, tofoster the potential of culture for local, regional, national development and the spill-over effects on thewider economy.
The target group for the Handbook are the policymakers at local, regional and national levelresponsible for both cultural and economic planning as well as those responsible for the planning ofthe EU Structural Funds. Based on existing experience from different Member States the Handbookintroduces ways to use the EU Structural Funds for developing CCIs at local, regional as well asnational level and also bridging CCIs with the rest of the economy to foster innovation, tourism andurban regeneration.
It also contains useful information on the next generation of EU Structural Fundscovering the period The first topic of this Working Group was to reflect on theStrategic use of EU support programmes, including Structural Funds, to foster the potential of culturefor local and regional development and the spill-over effects of CCIs on the wider economy. The long-term aim is to create a business model that enables partners in other developing countries to produce cargo bikes and create a local urban logistics services.
In collaboration with the Refugee Council, Bogbi and MEB offers vocational training for intermarried refugees and demobilized guerrilla members as a component of a major reintegration program. Young people are trained to become highly qualified bicycle mechanics and bicycle contractors in a strongly expanding market in Bogota and Colombia. Vocational training is conducted in cooperation with the state agency for vocational training SENA.
Improving this vocational training will be one of the most important components in the main project.

The main objective of this topic is to set up an operational framework for supporting the overall governance of the EOSC, including the coordination between relevant national initiatives. Cluster facilitated projects for new industrial value chains forthcoming The challenge is to develop new cross-sectoral industrial value chains across the EU, by building upon the innovation potential of SMEs. The EU needs to support the development of emerging industries, which will provide the growth and employment of the future. The reindustrialisation of the EU’s industrial base has to focus on the development of long-term internationally competitive goods and services that require combining different competences and innovative solutions.
The development of new industrial value chains calls for the collaboration and integration of different innovation actors, including large enterprises and especially SMEs, across different sectors towards the implementation of a joint vision.
